Since 1 July 2016, Regulation 2 under the International Convention for the Safety of Life at Sea(SOLAS) imposed on shippers in the case of the shipment of containers the obligation either to weigh the packed container using calibrated and certified equipment, or to weigh the contents of the container and add the weight of the container when empty.
